Chen Gong 17c10d61c7 hwmon: ({core, pkg, via-cpu}temp) remove unnecessary CONFIG_HOTPLUG_CPU ifdefs
CONFIG_HOTPLUG_CPU is used too much in some drivers.
This patch clean them up.
