Prior to this commit, it was impossible to use relative path to
include Makefiles from the top level Makefile because the option
"--include-dir=$(srctree)" becomes effective when Make enters into
sub Makefiles.
To use relative path in any places, this commit moves the option
above the "sub-make" target.

The macros cc-version, cc-fullversion and ld-version take no argument.
It is not necessary to add $(call ...) to invoke them.

while we can't just use -U$(SUBARCH), we still need to kill idiotic define
(implicit -Di386=1), both for SUBARCH=i386 and SUBARCH=x86/CONFIG_64BIT=n
builds.
