TTY/Serial driver patches for 4.4-rc1

Here is the big tty and serial driver update for 4.4-rc1.
 
 Lots of serial driver updates and a few small tty core changes.  Full
 details in the shortlog.
 
 All of these have been in linux-next for a while.
