rtlwifi: Bring _rtl92c_phy_iq_calibrate() in line with the vendor driver

Bring _rtl92c_phy_iq_calibrate() in line with the vendor driver function _PHY_IQCalibrate().

Also fix incorrect initialisation for rtl8192cu.
