RISC-V: KVM: Add ONE_REG interface for mvendorid, marchid, and mimpid

Browse Source 
We add ONE_REG interface for VCPU mvendorid, marchid, and mimpid
so that KVM user-space can change this details to support migration
across heterogeneous hosts.
