[POWERPC] spufs: fix memory hotplug dependency
spufs_base.c calls __add_pages, which depends on CONFIG_MEMORY_HOTPLUG. Moved the selection of CONFIG_MEMORY_HOTPLUG from CONFIG_SPUFS_MMAP to CONFIG_SPU_FS.
