rcu: Fix TINY_RCU #elif condition
Some compilers are happy with "#elif CONFIG_RCU_TINY", while others strongly prefer "#elif defined(CONFIG_RCU_TINY)". Change to the latter to make more compilers happy. Signed-off-by: Paul E.
