[RTNETLINK]: Hold rtnl_mutex during netlink dump callbacks

Browse Source 
Hold rtnl_mutex during the entire netlink dump operation. This allows
to simplify locking in the dump callbacks, since they can now rely on
that no concurrent changes happen.
