gpiolib: acpi: Introduce NO_RESTRICTION quirk

Allow to relax IoRestriction for certain cases.

One of the use case is incorrectly cooked ACPI table where interrupt pin is
defined with GpioIo() macro with IoRestrictionOutputOnly.
