stm32mp15: tidy up #ifdefs in cpu.c
We should avoid #ifdef in C modules and the unused functions are eliminated by the linker. Use the more readable IS_ENABLE() instead. Signed-off-by: Patrick Delaunay <patrick.delaunay@foss.st.com>
