ARM: tegra: include timer as default option

Browse Source 
Enable TIMER and TEGRA_TIMER for TEGRA_ARMV7_COMMON and TEGRA210.
Additionally enable SPL_TIMER if build as SPL part and drop
deprecated configs from common header.
