kconfig: remove meaningless prefixes in defconfig files Since commit e02ee2548afe (kconfig: switch to single .config configuration), the prefixes in defconfig files such as "+S:", "+ST:", etc., are meaningless. Move default y configs out of arch/board Kconfig Some archs/boards specify their own default by pre-defining the config which causes the Kconfig system to mix up the order of the configs in the defconfigs... This will cause merge pain if allowed to proliferate. Remove the configs that behave this way from the archs. A few configs still remain, but that is because they only exist as defaults and do not have a proper Kconfig entry. They're also sometimes used for things not directly inside of the serial driver. First, introduce a new symbol to guard the use of CONFIG_CONS_INDEX, so that in the case where we don't need this for the serial driver, but for some other use, we can still do it. Next, consolidate all of these into the single entry in drivers/serial/Kconfig. Finally, introduce CONS_INDEX_[023456] so that we can imply a correct value here to make the defconfig side of this smaller.
