Reduce aclocal.m4 a little bit more. [skip ci]
Remove a copyright boilerplate that stood for IPv6 macros added via commitc9d84d1
in 1999 and removed via commit11f73ad
in 2015. Remove AC_LBL_SSLEAY, which is unused and obsolete. This change does not result in any changes in any other files.
