[IMM32][SDK] Add CtfAImmActivate/Deactivate functions (#5835)
- Add dll/win32/imm32/CtfImeTable.h for CTF IME functions. - Implementing Imm32CheckAndApplyAppCompat, Imm32LoadCtfIme, and Imm32EnumCreateCtfICProc helper functions. - Add CtfAImmActivate and CtfAImmDeactivate functions. - s/CI_TFSDISABLED/CI_TSFDISABLED/ CORE-19268
