[SHELL32][INCLUDE] Fix PathResolve for double-backslash (#4833)
Co-authored-by: Hermès BÉLUSCA - MAÏTO <hermes.belusca-maito@reactos.org> Fix shell32!PathResolve and shell32!PathQualifyExW functions for double-backslash. However it doesn't fix CORE-15204. CORE-18080, CORE-15204
