target/mips/tx79: Move PCPYLD / PCPYUD opcodes to decodetree

Move PCPYLD (Parallel Copy Lower Doubleword) and PCPYUD
(Parallel Copy Upper Doubleword) to decodetree. Remove
unnecessary code / comments.
