qemu/qemu-plugin: Make qemu_plugin_hwaddr_is_io() hwaddr argument const
Rename qemu_plugin_hwaddr_is_io() address argument 'haddr' similarly to qemu_plugin_hwaddr_device_offset(), and make it const.
