a2cdb7726f added support for personalized dictionaries. 
new functions: pspell_new_personal(), pspell_save_wordlist().

pspell_save_wordlist() needs to be changed to return error-codes
once pspell library gets fixed

This works now with thttpd 2.19.

a8f0c5a316 decouple this check just in case we hit a weird system that has one 
and not the other.  And we specifically check for this, so we should
use the information.
