Add request_parse_body() function
RFC: https://wiki.php.net/rfc/rfc1867-non-post

This function allows populating the $_POST and $_FILES globals for non-post
requests. This avoids manual parsing of RFC1867 requests.

Use a single version of mempcpy(3) (#12257)
While __php_mempcpy is only used by ext/standard/crypt_sha*, the
mempcpy "pattern" is used everywhere.

This commit removes __php_mempcpy, adds zend_mempcpy and transforms
open-coded parts into function calls.

Clarify memory usage and slightly improve sapi_read_post_data
This is a result of checking GH-8800 which assumed potential
memory leaks here. Even though it was not the case in reality,
the function deserves a bit of clarification to prevent similar
attempts in the future.

Fix bug #77780: "Headers already sent" when previous connection was aborted
This change primarily splits SAPI deactivation to module and destroy
parts. The reason is that currently some SAPIs might bail out
on deactivation. One of those SAPI is PHP-FPM that can bail out on
request end if for example the connection is closed by the client
(web sever). The problem is that in such case the resources are not
freed and some values reset. The most visible impact can have not
resetting the PG(headers_sent) which can cause erorrs in the next
request. One such issue is described in #77780 bug which this fixes
and is also cover by a test in this commit. It seems reasonable
to separate deactivation and destroying of the resource which means
that the bail out will not impact it.

e2d05bfcb2 Allow get_request_time() hook to fail
In particular, this allows using the hook without server_context.
The apache2handler implementation now checks that server_context
is available itself, as that's the implementation that cares
about it.

9bff96396d Don't leak header callback if headers already sent
We need to avoid storing it in the first place, as we don't
really have a good place to release it later. If headers haven't
been sent yet, send_headers will do this. sapi_deactive happens
too late in the shutdown sequence and will result in leak reports.

47a166c837 Fix #78792: zlib.output_compression disabled by Content-Type: image/
Disabling output compression for images has served to fix bug #16109,
where zlib compressed images apparently have caused issues with
Navigator 4. This shouldn't be an issue with somewhat contemporary
browsers. Other than that, this is an arbitrary restriction – why
don't we disable the compression for some other media types as well
(e.g. video/* and audio/*)? All in all, we should leave that decision
to userland.

Closes GH-6198.

92ac598aab Remove local variables
This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.

A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.

This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.

With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.

Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.

8d3f8ca12a Remove unused Git attributes ident
The $Id$ keywords were used in Subversion where they can be substituted
with filename, last revision number change, last changed date, and last
user who changed it.

In Git this functionality is different and can be done with Git attribute
ident. These need to be defined manually for each file in the
.gitattributes file and are afterwards replaced with 40-character
hexadecimal blob object name which is based only on the particular file
contents.

This patch simplifies handling of $Id$ keywords by removing them since
they are not used anymore.
