bcm4908: add sysupgrade support

It supports flashing OpenWrt images (bootfs & UBI upgrade) as well as
vendor images (whole MTD partition write).

Upgrading cferom is unsupported. It requires copying device specific
data (like MAC) to target image before flashing.
