build: integrate plugins build into core build
...
As disucssed[1], keep plugins in repository.
1, Proper automake/libtool build.
2. Move example plugins to samples/sample-plugins.
3. Plugins are installed at LIBDIR/openvpn/plugins.

build: insall README* document using build system
...
Purpose: make distro packager task simpler, more flexible to provide
more documentation without changing the packaging script.
Remove installation related documents from rpm as package already
installed when viewed.
+Workaround rpm bug[1].
