Remove INSTALL-win32.txt that is now hosted in openvpn-build
The contents of INSTALL-win32.txt mostly just describe how to use OpenVPN-GUI, OpenVPN Windows services and openvpn-build. These are only loosely coupled with OpenVPN, and may change independently of it. Thus hosting the file in openvpn-build (which brings all of these components together) makes most sense.
