Bodo Möller 69764d720a Include SKIP DH parameters with OpenSSL.
These have been created by a SHA.1 based procedure, see
http://www.skip-vpn.org/spec/numbers.html.
(These values are taken from that document, I have not
implemented the prime generator.)

Note that g is not a generator, but this is not a problem since p is a safe prime.
