FORCE_KERNEL_TAG allows testing kernel uprevs without rebuilding containers by supplying an external kernel directly for booting on hardware devices. Renaming it to EXTERNAL_KERNEL_TAG clarifies its purpose, distinguishing it from KERNEL_TAG which rebuilds containers.
