c37cd4398a Update miscellaneous files from upstream sources. 
This patch updates various miscellaneous files from their upstream
sources.

Tested for x86_64, including "make pdf".

	* manual/texinfo.tex: Update to version 2018-09-21.20 with
	trailing whitespace removed.
	* scripts/config.guess: Update to version 2018-11-28.
	* scripts/config.sub: Update to version 2018-11-28.
	* scripts/install-sh: Update to version 2018-03-11.20.
	* scripts/mkinstalldirs: Update to version 2018-03-07.03.
	* scripts/move-if-change: Update to version 2018-03-07 03:47.

7f7dd1d34c Update miscellaneous files from upstream sources. 
This patch updates texinfo.tex and various miscellaneous scripts to
their latest upstream versions.  (There may be another update in early
January to bring in 2017 copyright dates, if the upstream versions get
updated with such dates promptly.)

Tested for x86_64.

	* manual/texinfo.tex: Update to version 2016-09-18.18 with
	trailing whitespace removed.
	* scripts/config.guess: Update to version 2016-10-02.
	* scripts/config.sub: Update to version 2016-11-19.
	* scripts/install-sh: Update to version 2016-01-11.22.
	* scripts/mkinstalldirs: Update to version 2016-01-11.22.
	* scripts/move-if-change: Update to version 2016-01-11 22:04.

	* configure.in: Look in scripts for config.guess, config.sub,
	install-sh.
	* Makefile: Distribute all above files in their
	new home.  Find gen-FAQ.pl and test-installation.pl in scripts.
	* manual/Makefile: Find mkinstalldirs and move-if-change in
	$(..)scripts.  Drop them from distribute.  Minor cleanups.
	* Makerules: Find mkinstalldirs and rellns-sh in scripts.
	* sysdeps/mach/hurd/Makefile: Find move-if-change in scripts.
	* timezone/Makefile: Find rellns-sh in scripts.
