hurd: Remove bogus net/if_ppp.h

It was not even compilable anyway.

	* sysdeps/mach/hurd/net/if_ppp.h: Remove file.
	* sysdeps/mach/hurd/Makefile (sysdep_headers): Remove net/if_ppp.h.
