elf: Add tst-ldconfig-ld_so_conf-update test
Test ldconfig after /etc/ld.so.conf update and verify a running process observes changes to /etc/ld.so.cache. The test uses the test-in-container framework. Reviewed-by: Arjun Shankar <arjun@redhat.com>
