Merge branch 'jl/submodule-add-relurl-wo-upstream' into maint

* jl/submodule-add-relurl-wo-upstream:
  submodule add: clean up duplicated code
  submodule add: allow relative repository path even when no url is set
  submodule add: test failure when url is not configured in superproject
