Merge branch 'jc/gitignore-precedence' into maint

core.excludesfile (defaulting to $XDG_HOME/git/ignore) is supposed
to be overridden by repository-specific .git/info/exclude file, but
the order was swapped from the beginning. This belatedly fixes it.
