Merge branch 'js/mingw-with-python'

Conditionally allow building Python interpreter on Windows

* js/mingw-with-python:
  mingw: remove unneeded `NO_CURL` directive
  mingw: remove unneeded `NO_GETTEXT` directive
  windows: include the Python bits when building Git for Windows
