Merge branch 'ds/commit-graph-expiry-fix'

"git commit-graph write --expire-time=<timestamp>" did not use the
given timestamp correctly, which has been corrected.

* ds/commit-graph-expiry-fix:
  commit-graph: fix buggy --expire-time option
