Fix PR65261
Running bootstrap-ubsan on ppc64le shows many instances of:
libcpp/lex.c:552:30: runtime error: load of misaligned address
0x01001f31d37a for type 'const uchar', which requires 16 byte alignment
But the unaligned vector loads are intended in this case, because they
are preferable to forced-alignment on POWER8. So just silence the ubsan
errors.

This implements the DWARFv5 noreturn proposal:

TREE_THIS_VOLATILE on a FUNCTION_DECL node means the function does not
return normally. This catches the traditional noreturn GNU attribute,
the C11 _Noreturn keyword and the C++11 [[noreturn]] attribute.
This relies on the DW_AT_noreturn constant defined in the DWARFv5 DRAFT:

Commit the vtable verification feature. This feature is designed to
detect, at run time, if/when the vtable pointer in a C++ object has
been corrupted, before allowing virtual calls through that pointer.
If pointer corruption is detected, execution of the program is halted.

On larger parallel WHOPR builds I find it useful to see in top which
phase a given lto1 is in.
Set the process name to lto1-wpa, lto1-ltrans, lto1-lto depending
on the current mode.
This is currently only implemented for Linux and only
using the "comm" process name, which is reported in top.
v2: Moved function to libiberty, renamed setproctitle to match
BSD. In theory it should pick up BSD's libc function for this
on a BSD system, but I haven't tested this.
