	and return __ctype_b.
	(ctype<char>::ctype(__c_locale, const mask*, bool, size_t)): If not
	_GLIBCPP_C_LOCALE_GNU, temporarily switch to "C" locale and
	initialize using __ctype_{b,tolower,toupper}.
