gccrs: libproc_macro: Add ident implementation

Add implementation and representation for ident cpp structure as well as
a high level wrapper interface.

libgrust/ChangeLog:

	* libproc_macro/ident.cc: New file.
	* libproc_macro/ident.h: New file.
