re PR libgcj/26103 (Wrong exception thrown)

PR libgcj/26103:
	* java/lang/ClassLoader.java (loadClass): Don't throw
	StringIndexOutOfBoundsException if name is empty.
	* java/lang/natClassLoader.cc (loadClassFromSig): Throw exception
	if class not found.
