* configure.in: Move PACKAGE and VERSION settings up top.  Remove
	unused call to AC_PROG_LN_S.  Default RANLIB to ':'.  Remove
	redundant checks for values of RANLIB, AR, INSTALL.
	* configure: Regenerate.
