Add ``autoconf`` helpers for saving and restoring environment variables:

* ``SAVE_ENV``: Save ``$CFLAGS``, ``$LDFLAGS``, ``$LIBS``, and
  ``$CPPFLAGS``.
* ``RESTORE_ENV``: Restore ``$CFLAGS``, ``$LDFLAGS``, ``$LIBS``, and
  ``$CPPFLAGS``.
* ``WITH_SAVE_ENV([SCRIPT])``: Run ``SCRIPT`` wrapped with ``SAVE_ENV`` and
  ``RESTORE_ENV``.
