ed0425c60a Issue #24291: Avoid WSGIRequestHandler doing partial writes
If the underlying send() method indicates a partial write, such as when the
call is interrupted to handle a signal, the server would silently drop the
remaining data.

Also add deprecated support for SimpleHandler.stdout.write() doing partial
writes.

e159422ce9 Update wsgiref for PEP 3333, and fix errors introduced into the test suite by converting type() checks to isinstance().
(When WSGI specifies a built-in type, it does NOT mean "this type or a subclass" -- it means 'type(x) is SpecifiedType'.)

1afc169616 Make a new urllib package .
It consists of code from urllib, urllib2, urlparse, and robotparser.
The old modules have all been removed. The new package has five
submodules: urllib.parse, urllib.request, urllib.response,
urllib.error, and urllib.robotparser.  The urllib.request.urlopen()
function uses the url opener from urllib2.

Note that the unittests have not been renamed for the
beta, but they will be renamed in the future.

Joint work with Senthil Kumaran.
