gh-119182: Add PyUnicodeWriter_DecodeUTF8Stateful() (#120639)
Add PyUnicodeWriter_WriteWideChar() and PyUnicodeWriter_DecodeUTF8Stateful() functions. Co-authored-by: Serhiy Storchaka <storchaka@gmail.com>
