Paul Eggert 2dea4ec8b0 Assume <locale.h> exists.
Include "strdup.h".
(GLIBC_VERSION): New macro.
(hard_locale): Assume setlocale exists.
Rewrite to avoid #ifdef.
Use strdup rather than malloc + strcpy.
