Jim Meyering 9393315a06 (jm_FUNC_NANOSLEEP): Include <sys/time.h>, too.
Use AC_HEADER_TIME.  Volker Borchert reported that OpenBSD-2.3/sparc
defines `struct timespec' in <sys/time.h>
