maint: use wcswidth from gnulib

* gl/lib/mbsalign.c (rpl_wcswidth): Remove this in favor
of the equivalent wcswidth replacement in gnulib.
* bootstrap.conf: Depend on the wcswidth module.
Suggested by Bruno Haible.
