Update the upstream URL in the help text in Config.in. This
addresses the 'Invalid(Err)' URL status in the package stats
web page output.

The check-package script when ran gives warnings on text wrapping
on all of these Config files. This patch cleans up all warnings
related to the text wrapping for the Config files starting with
the letter l in the package directory.
The appropriate indentation is: <tab><2 spaces><62 chars>

Since things are no longer installed in $(HOST_DIR)/usr, the callers
should also not refer to it.
This is a mechanical change with
git grep -l '$(HOST_DIR)/usr/include' | xargs sed -i 's%$(HOST_DIR)/usr/include%$(HOST_DIR)/include%g'

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.
This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

on the host, while it is compiled for the target.
- Use CONF_OPTS instead of CONF_OPT.
- Use a pre-build hook rather than re-implementing the BUILD_CMDS

- License is LGPLv2.1, not LGPLv2.1+: only one file is LGPLv2.1+,
the rest doesn't have any "or later" specification, so we assume
it's only LGPLv2.1.]
