Enable the option to use SO_REUSEADDR on the built-in miniserver
socket to allow clean restarts [1].
This fixes a runtime issue with Gerbera and possible other programs
which does not allow a graceful restart otherwise.

Applications build with a musl 1.1.20+ toolchain and linked with libupnpp will
crash at runtime with `Illegal instruction` as musl is more strict with
trying to detach an already detached thread resulting in undefined
behaviour.

- Add a call to PKG_CHECK_MODULES in configure.ac to get openssl
libraries and its dependencies if openssl support is enabled
- Add OPENSSL_LIBS to libupnp.pc.in so that applications linking with
pupnp (such as mpd) will be able to retrieve openssl libraries

Branch 1.8.x of libupnp is not compatible with branch 1.6.x so add a
dedicated package and make it depends on !BR2_PACKAGE_LIBUPNP as
suggested by Thomas Petazzoni and Arnout Vandecappelle during review
of "libupnp: add 1.8.3 version" patch.
