Now that we document _CPE_ID_VALID, and that it shall be used instead of
setting a default value to one of the other _CPE_ID_* variables, change
all of the existing packages to use it, to avoid any error when we later
extend check-package to validate the sanity ofthe _CPE_ID_* variables.
Mechanical change done within the reference container, running the new
check in check-package, to report the CPE_ID errors:

musl 1.2.4 removed the lseek64 function, but kept a definition of lseek64
when _LARGEFILE64_SOURCE is defined.
Add patch from upstream to kill the usage of lseek64.
There is no need to backport it to older Buildroot releases, because musl 1.2.4
is not part of any release.

fsck.f2fs does not implement the returncodes from the fsck interface.
This is particularly bad if systemd is used with a root f2fs partition,
as it will interpret the rc as order to reboot.

The check-package script when ran gives warnings on ordering issues
on all of these Config files. This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter f in the package directory.
The appropriate ordering is: type, default, depends on, select, help

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.

Commit 006a328ad6 ("util-linux: fix build with ncurses") removed
dependency on BR2_USE_WCHAR, but failed to update the reverse
dependencies of util-linux.
This commit updates comments in Config.in for BR2_USE_WCHAR for reverse
dependencies of util-linux which directly uses wchar now or when it is
pulled from other dependencies.
eudev doesn't use wchar directly, but needs C99 compiler. Autotools
generate code with wchar_t for checking C99 compiler.
