[ARC] Add linker relaxation.
Add linker relaxation. The first relaxation added is converting GOTPC32 to PCREL relocations. [ARC] Add Tag_ARC_ATR_version.
Add a new tag (Tag_ARC_ATR_version) used to indicate if current attributes are interpreted in GNU way. ld error/warning messages
This patch standardizes messages in ld, to better conform to the GNU coding standard. Besides issues of capitalization and full-stops, I've - Split up help messages for target options, so that adding a new option does not mean loss of translation for all the others. - Embedded tabs have been removed, since a user might have tab stops set at other than 8 char intervals. - Added missing program name (%P). ld isn't the compiler. - Put %F and %X first (and removed %X if %F was present). These can go anywhere, but look silly in the m%Fiddle of a message, and choosing "%P%F:" in some messages but "%F%P:" in others leads to the likelihood of duplication in ld.pot. Support different ld --hash-style in the ld testsuite
When ld is running with something other than --hash-style=sysv by default, numerous tests need tweaking. Most of the changes just add --hash-style=sysv. I didn't want to make --hash-style=sysv global as that means --hash-style=gnu isn't well tested. * testsuite/ld-alpha/alpha.exp: Add --hash-style=sysv to various test's ld options. * [ARC] Fixed TLS for IE model.
In the case of static relocation, the GOT entries are fixed at link time
and are set by the linker.
In order to compute the right TLS offset it is necessary to add TCB_SIZE
to the offset, just in case the dynamic linker is not expected to be
executed (static linked case).
This problem does appear in dynamic linked applications, as the dynamic
linker is adding this TCB_SIZE by operating the TCB block structure.
Problem revealed in GLIBC with static linking.

[ARC] Add new linker emulation for nps
The arc700 nps variant uses some specific named sections to facilitate its CMEM based instructions, which operate on memory regions fixed at specific addresses. This commit adds the arclinux_nps emulation, which is based on the arclinux emulation. The new emulation uses the OTHER_SECTIONS variable in the emulation parameters script to provide symbols mapping to various locations in the CMEM space on nps. [ARC] Fix parsing dtpoff relocation expression.
The assembler accepts dtpoff complex relocation expression like identifier@dtpoff + const. However, it doesn't accept an expression such as identifier@dtpoff@base + const. Dynamic TLS GOT entries would not be relocated.
Forgot to set should_relocate to TRUE in case of GOT and TLS relocations of undefined symbols for shared libraries. In dynamic libraries if symbol is not known the instruction relocation would not be resolved to point to the respective .got entry. arc/nps400 : New cmem instructions and associated relocation
Add support for arc/nps400 cmem instructions, these load and store instructions are hard-wired to access "0x57f00000 + 16-bit-offset". Supporting this relocation required some additions to the arc relocation handling in the bfd library, as well as the standard changes required to add a new relocation type.
