23664eacaf include/elf/aarch64.h: Add reloc numbers from ABI release 1.0 
Add the relocation numbers defined in ABI release 1.0 but missing
from the current header. This will allow tools like objdump to dump
objects that use these relocations.

The AArch64 ifunc patch introduced a regression caused by incorrect
PLT layout. Revert it until a fix is verified.

692e2b8bcd aarch64: Add support for GNU indirect functions. 
Add support for STT_GNU_IFUNC symbols to the AArch64 bfd backend. The tests
are ported from the ld-ifunc tests but are enabled for cross builds so can
be run easily without hardware or a simulator.
