The non-cgen parts of opcodes.

	* cr16-dis.c (print_arg): Replace PTR with void *.
	* crx-dis.c (print_arg): Likewise.

	* rx-dis.c (print_insn_rx): Likewise.

a2c5833233 Update year range in copyright notice of binutils files 
The result of running etc/update-copyright.py --this-year, fixing all
the files whose mode is changed by the script, plus a build with
--enable-maintainer-mode --enable-cgen-maint=yes, then checking
out */po/*.pot which we don't update frequently.

The copy of cgen was with commit d1dd5fcc38ead reverted as that commit
breaks building of bfp opcodes files.

36bd8ea7f0 ubsan: crx: left shift cannot be represented in type 'int' 
The ubsan complaint is fixed by the SBM change, with similar possible
complaints fixed by the EXTRACT change.  The rest is just cleanup.

e95b887f85 crx string overflow warning 
gcc8 complains wrongly about the buffer not being large enough, at
least at -Og optimization.

	* crx-dis.c (getregliststring): Allocate a large enough buffer
	to silence false positive gcc8 warning.

88c1242dc0 Move print_insn_XXX to an opcodes internal header 
With the changes done in previous patches, print_insn_XXX functions
don't have to be external visible out of opcodes, because both gdb
and objdump select disassemblers through a single interface.

This patch moves these print_insn_XXX declarations from
include/dis-asm.h to opcodes/disassemble.h, which is a new header
added by this patch.
