[AArch64] Cleanup comments in instruction decoding functions

gdb/ChangeLog:

	* aarch64-tdep.c (decode_cb): Move up comment describing the
	encoding.
	(decode_tb): Fix a typo in comment above the function.  Move up
	comment describing the encoding.
