MAINTAINERS: move Matt Thomas to Past Maintainers

Browse Source 
Matt cannot be reached at the @netbsd.org address anymore, and I was
unable to find another one, even with the help of the NetBSD community
(where his resigning was announced over 4 years ago [1]).
